Rep. Foxx may mean that Judy Shepard is a hypocrite who is silent about hate-crimes committed by her husband's employer, Saudi Arabia. These are hate-crimes as hideous as those committed against Matthew Shepard, except Judy Shepard is silent and will effectively take blood money from the Saudi Arabian government.
